PROCEEDINGS OF REGULAR MEETING DECEMBER 26, 2023
A regular meeting of the Birnamwood Village Board was held on Tuesday evening, December 26, 2023 at the Matsche Center.
All members were present.
Also present: Tom Gatz, Jesse Kilty, Conner Opper & Lawrence Hable
Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Tom Gatz presented a letter in regard to the Wausau St. alley.
Minutes were read and approved from December 11, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Work on the Village Hall steps has been done. A new door is needed. Remaining items in the basement need to be removed and walls repaired to prevent water seepage. Outside grass sloping needs to be done south of the steps.
Mike & Conner attended the LRIP meeting. We received $12,752.00 for road improvements.
Election board will consist of Chanda Kersten, Jonelle Resch, Sandy Meverden, Cheryl Rew, Jo Olson, Pam Backes and Barb Nelson for the next term.
Storage container ordinance was reviewed. A few changes need to be made before adoption.
Committee interviewed two candidates for the clerk/treasurer position. E.Resch/R.Resch m/s/c to hire Erika Denovi as deputy clerk at $16,800.00 for 2024. Roll call vote all yes.
Klumpyan/Schmidt m/s/c to accept Hanson’s bid for $12,400.00 to relocate one hydrant and remove another. Roll call vote – all yes.
Work is in progress on the new wall in the library.
E.Resch/Klumpyan m/s/c to change 344 Elm St. property from Commercial to Residential. Motion carried with Block abstaining.
Heather Schulta would like to add an additional driveway and parking for Diane’s Ice Cream shop on Center St. More information is needed.
Next meeting January 8, 2024.

PROCEEDINGS OF REGULAR MEETING DECEMBER 11, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, December 11, 2023 at the Matsche Center.
All members were present.
Also present: Tom Gatz, Chanda Kersten, Jesse Kilty, Reid Paxon, Conner Opper, Joshua & Jenna Weix.
Meeting was called to order at 7:00 p.m.
Pledge of Allegiance was recited.
Nothing more was received from the Village Attorney in regard to the alley vacation. A public hearing may need to be held.
Jesse Kilty asked for his property to be changed from commercial to residential. This will be on the next agenda.
Minutes were read and approved from November 27, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Issues continue with water leakage at the old village hall. Rain gutters will need to be installed amongst other repairs.
The tires on Tower St. are considered a fire hazard and are against the nuisance ordinance .
The tree lighting event was a success and many positive comments were received. It will be scheduled again for next year.
Some electrical issues occurred in the bell tower during the event and Phil Tautges is working on them.
Interviews will be held this week for the clerk/treasurer position.
A bid was received from Hanson’s for relocating the fire hydrant by Resch’s Tile and removing another on Hwy 45 for $12,400.00. A bid was also received to remove the hydrant in the field by the Kingdom Hall for $7,700.00. No action taken at this time.
Conner passed another test towards his sewer licensing. This merits another $0.50 increase in wages per previous agreement.
E.Resch/Schmidt move to accept Chris Jensen’s proposal for services after he retires and until Conner is licensed. Motion carried with R.Resch and Block voting no.
Receipts for November were reported.

PROCEEDINGS OF REGULAR MEETING NOVEMBER 27, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, November 27, 2023 at the Matsche Center.
All members were present.
Also present: Tom Gatz, Chanda Kersten & Tom Kautza
Meeting was called to order at 7:02 p.m.
Pledge of Allegiance was recited.
President Sprague consulted with the Village attorney in regard to vacation of the alleyway on Wausau St. The attorney stated that we are able to abandon the alley if we choose to do so. A letter was received from the Weixs.
Tom Kautza, Shawano County Board Chairman stated he would like to get some money in the County budget for the local libraries. Board also asked him about the staffing at the library & the Wiouwash trail for UTV’s.
Minutes were read and approved from October 23, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Owner of property on Elm St has been notified of renter’s pile of tires.
A letter was received from Plover Valley 4-H in regard to the Annual Holiday fairs. Klumpyan/Schmidt m/s/c to donate $500.00 to the Christmas fair events. Roll call vote motion carried with E.Resch abst. & Dombrowski no.
Hanson Sanitation is looking at moving the hydrants.
Schmidt/Dombrowski move to go to closed session at 7:57 p.m. for personnel reasons.
E.Resch/R.Resch move to go to open session at 9:03 p.m.
Chris Jensen’s last day will be February 29,2024.
E.Resch/Schmidt move to grant Lauri Klumpyan a 4% increase which equals $1,054.00. Motion carried with Klumpyan abstaining.
Schmidt/Dombrowski move to grant Chris Jensen a 3% increase which equals $0.85 per hour. New rate of pay is $29.25. Motion carried with Block voting no.
R.Resch/E.Resch move to grant Conner Opper a 2% increase which equals $0.40 per hours. New rate of pay is $20.40. He will also receive $0.50 per hour increase for each completed license, totaling an additional $1.50 per hour and 2 weeks vacation for 2024. Motion carried with all voting yes.
E.Resch/Schmidt m/s/c to pay substitute snow plow driver $25.00 per hour. Roll call vote – all yes.
