PROCEEDINGS OF REGULAR MEETING AUGUST 8, 2022
A regular meeting of the Birnamwood Village Board was held on Monday evening, August 8, 2022 at the Matsche Center.
Trustee Schmidt was absent.
Also present: Conner Opper, Tom Gatz, Chris Jensen, Phil Tautges, Tanya Tautges, Tyler Tautges, Rich Olson & Dave Gruber
President Sprague called the meeting to order at 7:15 p.m.
Pledge of Allegiance was recited.
Dave Gruber had questions in regard to a building permit for a fence.
Rich Olson inquired about the status of the Legion property transfer – it has been completed. Also wondered what will be done with Wausau St. connecting to the new sidewalk.
Tanya Tautges spoke on behalf of the Birnamwood Polka Days committee. They are donating a sign for Birnamwood Village Park to be placed on the NE corner of the park. They are also planning ahead to next year and asked for campers to park in the lot next to the Matsche Center & permission for food trucks.
Minutes were read and approved.
Bills were presented.
R.Resch/Klumpyan m/s/c to approve bills. Roll call vote – all yes.
Insurance adjuster will meet with Chris, Conner and Jody to appraise Village properties.
E.Resch/Dombrowski m/s/c to adopt resolution to borrow $30,000.00 from Banner Banks at 3.25%, due 6/1/23 for EMS funding. Roll call vote – all yes.
New flags need to be purchased for next year’s street displays.
Klumpyan/E.Resch m/s/c to hire K & D Construction to lay 32′ of recycled mix with tar material on Wausau St. Roll call vote – all yes
Klumpyan/E.Resch m/s/c to purchase sewer valve from Dorner for $2,260.00. Roll call vote – all yes.
Well #4 rehab is complete, waiting for testing to go back online. DNR conducted an inspection and granted authorization to return to service.
Park ordinance will be adopted and signed at the next meeting. Mobil Home Park & Transient Vendor ordinances will be looked at too.
There is grant money available for phosphorus testing. Chris will be touring a building that helps with phosphorus levels.
Note to all Village residents that you can insure your sewer laterals.
Building permits were received from St. Philomena’s and Jeremy Benson.
Receipts for July were reported.

A regular meeting of the Birnamwood Village Board was held on Monday evening, July 25, 2022 at the Matsche Center.
Trustees Schmidt & Behm were absent.

President Sprague called the meeting to order at 7:15 p.m.

Minutes were read and approved.
Bills were presented.
R.Resch/Dombrowski m/s/c to approve bills. Roll call vote – all yes.
The charges for Cellcom need to be reviewed.
President Sprague spoke with Banner Banks in regard to borrowing $30,000.00 for EMS funding. A resolution will be prepared for the next meeting.
DNR looked at the pond. We can turn over management of pond to them when our license runs out.
Work is still in progress for the well rehab.
Testing requirements have changed for the sewer plant. A rate increase will need to be applied for.
New blacktop on Main Street and Hwy N looks nice.
The Board reviewed the ordinance for parks and recreation.
We will add $25.00 late fee to contract for Matsche Center use if renter’s pick up keys late.
E. Resch/Dombrowski m/s/c to approve operator’s licenses for Colleen Sutte, Paige Lewis & Samuel Salyers. Roll call vote – all yes
Building permit applications were received from Robert Hannawell, Allan Beran, Jeremy Beran & SCHA.
The Board approved Chris Jensen to take time off without pay as long as someone is available for coverage.

A regular meeting of the Birnamwood Village Board was held on Monday evening, July 11, 2022 at the Matsche Center.
All members were present.

President Sprague called the meeting to order at 7:15 p.m.

Richard Grubar stated he has received both his garbage carts.
Minutes were read and approved.
Bills were presented.

The Old Village Hall has water leaking into the basement.
President Sprague spoke to the attorney in regard to the solar farm.
Garbage cans need to be put back outside at Matsche Center.
The privacy fence at the ball park looks very nice.
DNR approval for Well 4 rehab has been granted. Work should be done by the end of the week.
County will be working on Main Street this week.
Schmidt/Behm m/s/c to fill, roll and layer 145′ on Lyons Rd for $4,500.00. Roll call vote – all yes.
LRIP grant was approved in the amount of $9,575.25.
E.Resch/Dombrowski m/s/c to grant Class B wine license to Schairer Autumn Acres for August-October. Roll call vote – all yes
1 Village property is in foreclosure proceedings by the County.
Second payment of $40,925.40 was received for ARPA funds.
Conner’s phone and insurance have been taken care of.
Discussion was held about the loss of water and wondering how many swimming pools are being filled.
Trustee Dombrowski presented a draft letter that could be sent to residents with ES funding information.
President Sprague has a meeting at the bank tomorrow for the EMS funding loan.
A couple of Village properties have building projects in the works and have not obtained building permits.
A credit card for Village purchases should be applied for.
Receipts for June were reported.

A regular meeting of the Birnamwood Village Board was held on Monday evening, June 27, 2022 at the Matsche Center.
All members were present.

President Sprague called the meeting to order at 7:10 p.m.
Pledge of Allegiance was recited.
George Lenzner Shawano County Chief Deputy introduced himself as a candidate for Sheriff.
Richard Grubar stated he only received one garbage cart.

Complaint was received in regard to the Matsche Center not being cleaned. Deposits will be required for non-profits. Clerk will notify previous user about not cleaning up.
It was recommended to purchase more street cones with safety grant funds.
Work still needs to be done on old Village Hall.
Board went outside to view heaving blacktop in parking lot of Matsche Center.
There doesn’t appear to be any fish in the pond.
Merry go rounds and windmill need to be greased.
Behm/R.Resch m/s/c to approve Class A licenses to Remington Oil & Dolgencorp. Class B license to Chet & Emil’s. Cigarette licenses to Remington Oil, Dolgencorp & Chet & Emil’s.
