PROCEEDINGS OF REGULAR MEETING JULY 10, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, July 10, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper & Chris Jensen
Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Minutes were read and approved from June 26, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Another instance of large water usage occurred in the Village Park. Closer monitoring is needed.
Building permit was received from Reid Paxson.
Schmidt/Klumpyan m/s/c to purchase pond chemicals for 5 applications for $1,219.00. Motion carried with Block voting no.
The speakers on the sound system at the ball park were blown out. Tyler Tautges is looking into new ones.
Sidewalk repair will be the Village’s responsibility on Elm St. due to water leaks.
Trustee Dombrowski responded to questions from General Code in regard to the codification process.
Time to start looking into a new truck for the Village to comply with the municipal vehicle program.

Schmidt/R.Resch m/s/c to accept Building Blocks proposal for options 1, 2 & 3 for $10,284.00 to repair Village Hall steps to be completed this summer. Roll call vote – all yes with Block abstaining. Chris & Conner can add top soil and repair grade.
Building permit was received from Marc Clark.
Fireworks permits were received from Bruce Mitchell & Robert Ecker.
Schmidt/Klumpyan m/s/c to approve Class B license & cigarette license for Chet & Emil’s. Operators licenses for Allison Praslowicz, Reid Praslowicz, Jeremy Timm, Dorothy Resch, Cindy Lex, April Resch, Edwin Resch, Robert Ecker, Alexandria Faust, Colleen Sutte & Jennifer Hedrick. Lisa Hess gave an update on library activities.
Jason Cieslewicz presented his survey for signatures.

Bills were presented.

Bell tower maintenance has been completed.
Building Blocks submitted a proposal with options for Village Hall repairs.
Clerk will send a letter to Elm St. property in regard to sidewalk repair.
Trustee Schmidt will look in to cost for pond chemicals.
Schmidt/Klumpyan m/s/c to hire Struck & Irwin Paving for State Rd. micro-surfacing for $36,735.00 with half being paid with ARPA funds. Project should be completed by Labor Day. Roll call vote – all yes.
Building permits were received from Jared Plautz & John DeNovi.
Recycling grant was received in the amount of $555.34.
E.Resch/Schmidt m/s/c to approve Class A licenses & cigarettes for Remington Oil & Dollar General. Operators licenses for Danny Faust Jr, Deann Waldner, Tanya Opper, Alan Jones & Carla Blumenberg. Roll call vote – all yes.
Clerk read Trustee Dombrowski’s update on the codification process.
E.Resch/Klumpyan m/s/c to limit public comments to 5 minutes. Roll call vote – all yes.
Sign needs to be replaced on the corner of Birch/Western.

A window was broken at the Cady Home by a foul ball.
Tyler Debroux submitted a copy of survey to combine his three parcels into one.
President Sprague spoke with residents on Pearl St. in regard to junk and abandoned vehicles ordinance.
Bell tower ceiling should be refinished at the end of June and should last 8-9 years.
Lights were replaced in the Matsche Center.
Fish were stocked in pond on May 15th
Yield sign was replaced on Railroad/Birch St.
E.Resch/Schmidt to adopt resolution #23-5-1 for CMAR. Roll call vote – all yes.
Schmidt/R.Resch move to hire CBS to file 3 reports for the sewer plant for $1,250.00. Roll call vote – all yes.
Board members will review sealing done by Struck & Irwin before proceeding with State Rd. Cost would be $36,735. Half to be paid with ARPA funds.
President Sprague will talk with AC Fireworks in regard to the signage on their property.
Klumpyan/R.Resch m/s/c to approve license for Birnamwood Little League. Roll call vote – all yes.
Building permits were received from Adam Collins, David Stone, Kevin Cherek & Ed Brown.
Trustee Resch reported that helmet racks were installed in the dugouts at the ball park.

A regular meeting of the Birnamwood Village Board was held on Monday evening, May 8, 2023 at the Matsche Center.
All members were present.

Meeting was called to order at 7:02 p.m.
Pledge of Allegiance was recited.
Tom Gatz inquired about the dip in Elm St.
Jason Cieslewicz provided a copy of the survey of his property.
Jared Plautz would like to put in a driveway to the back of his property. Dombrowski/Schmidt m/s/c to allow Jared Plautz to add a driveway with culvert to his property. Roll call vote – all yes.
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Potrykus Construction gave a bid of $26,500 for repair of Village Hall steps and $5,200 for wheelchair access to ballpark.
Some landscaping needs to be done by the manhole on the corner of Railroad & Wausau St. and orange barrel removed.
Schmidt/Dombrowski m/s/c to hire Mike McMahon to power wash, strip, sand and seal the belltower for $1,428.00. Motion carried with Block voting no.
Faucet was left on in the park bathroom resulting in 61,000 gallons of water usage and a large water bill for the Village. New sensory faucets would prevent this from happening in the future.
Scott Construction estimated $33,800 for 3/8″ chip sealing on State Rd or $29,900 for 1/4″.
The State will be widening the turning lanes on Hwy 45 and could cause additional costs for relocating Village utilities.
A complaint was received in regard to free range ducks on a residents property. Clerk will send a letter and copy of animal ordinance to them.
Hydrant flushing was not completed last week because of other issues and will be completed this week.
We are on the list for street sweeping by the County.
A Yield sign needs to be replaced on the corner of Railroad St and Birch St
CVS Squared is a company we could use for our treatment plant needs of testing, report writing and compliance scheduling. A suggestion was also made to build seepage cells. 2 acres of land would be needed to create the drain field.
Building permits were received from Conner Opper & Jake Strassburger.
The Lions club has offered to build 5-6 picnic tables for the park.
E.Resch/Klumpyan m/s/c to grant licenses to Birnamwood Baseball Team and American Legion for June 16-18 & Aug. 20. Roll call vote – all yes.
A resident asked to allow dogs in Birchwood Park. The Board stands with ordinance rules, no dogs in parks.
ARPA annual report was submitted.
Receipts were reported for April.
Board of Review May 15.
