Board minutes 9/14/20

PROCEEDINGS OF REGULAR MEETING SEPTEMBER 14, 2020
A regular meeting of the Birnamwood Village Board was held on Monday evening, September 14, 2020
at the Matsche Center.
All members were present.
Also present: Tom Gatz, Chris Jensen, Bob & Deanna Jensen, Miriam Nelson, Dave & Patti Schwede & Ed Resch.
President Sprague called the meeting to order at 7:00 p.m. 
Pledge of Allegiance was recited.
Dave Schwede had concerns in regard to the lot lines of the Backes Store property. 
Minutes were read and approved. 
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills as presented. Roll call vote – all yes. 
Schmidt/Dombrowski m/s/c to have Northeast Asphalt blacktop Matthew St. west of Sarah St. 185′ 
when they do the work on High St. for $6,495.00. Motion carried  with R.Resch & Klumpyan voting no.
Behm/Klumpyan m/s/c to add Cty. Hwy. N to ATV/UTV ordinance. Roll call vote – all yes.
R. Resch/Dombrowski m/s/c to adopt Ordinance #20-9-1 to Exempt Village Treasurer from Treasurer’s
Bond. Motion carried with Klumpyan abstaining. 
Behm/Schmidt m/s/c to notify delinquent Water/Sewer customers of the County’s change in procedure
for special assessments and past due balances are now due or water will be shut off. Roll call vote – 
all yes. 
Schmidt/Dombrowski m/s/c to approve Certified Survey Map for 2 lots on 1st Ave. Roll call vote – all yes.
Discussion was held in regard to Trick or Treating. Village will have Trick or Treating on October 31st
from 4:30-7:00 pm. If you wish to participate you participate at your own risk in regard to distributing treats 
or receiving treats. Maintain physical distancing if possible and only visit homes with porch lights turned on. 
Do not participate if you have any signs of illness  or a temperature.  Be safe.
A complaint was received of excessive dog barking at 527A Marcus St. 
Chris Jensen informed the Board of the changes required from the DNR for phosphorous limits in the 
future. An engineer will need to be consulted to find the most cost effective solution for our system.

New Ordinances

The Village Board has adopted new ordinances for Cross Connection Control, Well Abandonment & Well Operation Permits, Storage/Shipping Containers, Winter Parking Restrictions, Fireworks Restrictions and Building and/or Utility Information Permits. A regular meeting of the Birnamwood Village Board was held on Monday evening, August 11, 2020
at the Matsche Center.
Trustee Schmidt was absent.

Diane Haas stated there is a rabbit problem in the village.

Bid was received from Kautza Excavating for $6,076.00 to do the ditching on Corazalla Dr.
Klumpyan/R. Resch m/s/c to accept Kautza bid. Roll call vote – all yes. 
Culverts will cost approximately $2,000.00. Chris will order them. 
Ordinances for Winter Parking, Storage/Shipping Containers, Fireworks & Building Permits were reviewed.
ATV ordinance will be left as is. 
Trustee Dombrowski took photos of all the area businesses, parks etc. to be put on the Village website. 
Behm/Klumpyan m/s/c to grant picnic license to the American Legion for August 16th. 
The bids received for the tennis court resurfacing were too high to be considered at this time. 
Tom Gatz spoke in regard to opening the bike trails for ATV/UTV use. Miriam stated that Don Aanonson is
spearheading the project and we should contact him.
President Sprague will talk with Les Siegal in regard to the signage left behind at the fireworks store.

PROCEEDINGS OF REGULAR MEETING JULY 27, 2020

A regular meeting of the Birnamwood Village Board was held on Monday evening, July 27, 2020
at the Matsche Center.
All members were present.
Also present: Aaron Damrau, Anne Drinkwater & Ed Resch.
President Sprague called the meeting to order at 7:00 p.m. 
Pledge of Allegiance was recited.
Aaron Damrau is running for Menominee-Shawano County District Attorney and spoke about
his running platform. 
Minutes were read and approved. 
Bills were presented.R.Resch/Schmidt m/s/c to approve bills as presented. Roll call vote – all yes. 
Alliant will be building a new power station behind the current one on State Rd. Preliminary workis being completed.
Asbestos removal at Backes store should be done first week of August.
Kautza Excavate after.Fencing and gate completed at the Ball Park.
Birchwood additional parking and path to pond complete.
It was determined that the empty land next to the Legion Hall and park are actually considered part of the street. Property will need to be surveyed and then street vacated and land assigned to the adjoining properties. 
Trustee Dombrowski submitted samples of ordinances for Fireworks, Storage/Shipping Containers,Winter parking restrictions and Citations for review. She also submitted a Building permit ordinance and permit forms for review.
It was decided to join the WI Towns Association.
It will cost $96.00 to have the ads removed from the Village website. Kelly Gutowski will continue to administer the site. 
Village Attorney for Shawano County, Katherine Sloma has been appointed to Judge position.
Behm/Dombrowski m/s/c to purchase ICX voting machine which is similar to current voting machine. Approximate cost will be $3,200.00. Roll call vote – all yes.

at the Matsche Center.

President Sprague called the meeting to order at 7:00 p.m.

R.Resch/Behm m/s/c to appoint Mark Klumpyan as Village Trustee to fill vacant position. Roll call vote – all yes.
Oath of Office was issued to Mark Klumpyan.

Dombrowski/R.Resch m/s/c to allow Jim Dalbech to sell concessions at either Remington property.

For the last 2 weeks the speed sign located on State Rd. reported 70% over 30 mph. Highest speed was 66.
President Sprague spoke with Shawano Cty. Sherriff. We could hire coverage at $75 an hour for 3 hour
intervals, during specified times. This would happen if officers volunteer to cover these hours.
Clerk has applied for WEC Cares Subgrant.
Offer to Purchase has been signed for Backes property. Contract signed with REI for asbestos removal. 
Ditches and culverts complete on Birch St. and High St. Behm/Schmidt m/s/c to hire K & D Construction to clean out 
ditchline from Joann Olson property to Lyons Rd and beyond 200′ at a cost of $1,150.00. Roll call vote – all yes. 
Fine screens on sewer intake power system blew out and were repaired. 
Trustee Dombrowski shared what she learned in regard to winter overnight parking and snow removal and street
maintenance ordinances. She also spoke with Village of Wittenberg clerk in regard to their code book. She will
continue to research costs and sources of help for us to complete this project.
Clerk received a complaint for nuisance weed violation at 448 Wausau St. A letter was sent.
Behm/Dombrowski m/s/c to adopt resolution #20-6-1 to terminate Tax Incremental District. Roll call vote – All yes.
Behm/Klumpyan m/s/c to grant licenses as follows: Class A Liquor & Beer to Remington Oil Co. Inc & Dolgencorp LLC, 
Class B Liquor & Beer  to Chet & Emil’s Inc., Cigarette licenses to Remington Oil co. Inc., Dolgencorp, LLC, & Chet & Emil’s
