PROCEEDINGS OF REGULAR MEETING APRIL 24, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, April 24, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper, Chris Jensen and Rueben Eckardt
Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Block/R.Resch motion to move public comments to end of the meeting. Motion failed.
Rueben Eckardt had comments in regard to Field St, assessments and sign usage. Meeting proceeded after 20 minutes.
Bills were presented.
Schmidt/Dombrowski m/s/c to approve bills. Roll call vote – all yes.
PSI is working on bids for Village Hall & ball park wheelchair access.
Surveyor is working on Cieslewicz property.
Trustee E. Resch is getting bids for bell tower.
Building permits were received from Erika Denovi & Jane Rastl
Chris Jensen had a sample of micro-surfacing product from Struck & Irwin Paving. This may be a better option than chip sealing.
Klumpyan/Dombrowski m/s/c to purchase $1,000.00 worth of fish for Birchwood pond. Roll call vote passed with R.Resch & Block voting no.
The DNR has suggested we hire an engineer to complete progress reports for the sewer plant.
A resident contacted Trustee Dombrowski in regard to garbage stopping collection when he moves. She contacted Harter’s. Clerk will follow up on this.
Committees were reviewed. E.Resch/Klumpyan m/s/c to adopt changes to committees. Roll call vote – all yes.
President Sprague will contact resident on Pearl St.
President Sprague attended Board of Review training.
E.Resch/Dombrowski motion to move to closed session at 8:25 p.m.
Schmidt/Klumpyan motion to move to open session at 8:45 p.m.
R.Resch/Klumpyan m/s/c to grant Conner Opper a $1.00 an hour increase in wages effective 5/1/23. Roll call vote – all yes.
Next meeting May 8, 2023.

PROCEEDINGS OF REGULAR MEETING APRIL 10, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, April 10, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper, Chris Jensen, Emily Low and Destiny Boswell
Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Destiny Boswell spoke in regard to Matsche Center usage.
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Gravel needs to be added to the driveway in Birchwood park and at the sewer plant.
Schmidt/Dombrowski m/s/c to hire Green Bay TV & Televising for televising lines.
Roll call vote – all yes.
Field St. blacktopping will be done next year after LRIP grant is obtained for the second half of the street.
Conner has completed his training and obtained his water license.
Letter from the assessor was reviewed. New assessment letters will be sent to residents this week.
Garret Rogowski spoke to President Sprague about security issues and plans for the library.
Receipts for March were reported.

PROCEEDINGS OF REGULAR MEETING MARCH 27, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, March 27, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper, Jon Block & Rueben Eckardt
Meeting was called to order at 7:08 p.m.
Pledge of Allegiance was recited.
Rueben Eckardt questioned WRWA conference from last year, ball park access, blacktop on Field St, high snowbanks and Village Truck use.
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
There was an incident in Birchwood Park with vehicles getting stuck. Park will be closed for the rest of this winter and future winter seasons.
Schmidt/Behm m/s/c to enroll as a vendor for the Low Income Household Water Assistance Program. Roll call vote – all yes.
Chris & Conner will be attending the WRWA convention.
Discussion was held in regard to individuals who used the Matsche Center. Security deposit will not be returned to one of the parties.
Klumpyan/Dombrowski m/s/c to grant fireworks permit to AC Fireworks. Roll call vote – motion carried with Schmidt voting no.
Election April 4, 2023.
Next meeting April 10, 2023.

PROCEEDINGS OF REGULAR MEETING MARCH 13, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, March 13, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper
President Sprague called the meeting to order at 7:10 p.m.
Pledge of Allegiance was recited.
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Quote received from Green Bay Pipe & Tving for $4,500.00.
Update was received from Assessor Todd Anderson in regard to the Village revaluation.
A Village resident spent 45 minutes harassing a Village employee.
Discussion was held about snow removal.
Trustee Dombrowski is working with General Code for the codification process.
Clarification was received from WTA legal counsel for the use of ARPA funds for the purchase of a new ambulance and emergency services.
DNR Environmental Fee Assessment will be $485.69.
A Village resident ask about installing an outdoor wood burner. It is not allowed per
Village ordinance.

PROCEEDINGS OF REGULAR MEETING FEBRUARY 27, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, February 27, 2023 at the Matsche Center.
Trustee Schmidt was absent.
Also present: Jason Cieslewicz
President Sprague called the meeting to order at 7:15 p.m.
Pledge of Allegiance was recited.
Jason Cieslewicz wanted to know if the board had any questions in regard to his request.
Bills were presented.
Correction to 2/13/23 minutes. Dombrowski/Klumpyan m/s/c to use grant funds for Village share of new ambulance. Roll call vote – all yes.
Resch/Behm m/s/c to approve bills. Roll call vote – all yes.
Discussion was held in regard to snowplowing.
Next EMS funding informational meeting will be held March 22 and Senator Felzkowski is planning on being in attendance. It will be a good chance for the Village to share our concerns and issues.
