PROCEEDINGS OF REGULAR MEETING FEBRUARY 26, 2024
A regular meeting of the Birnamwood Village Board was held on Monday evening, February 26, 2024 at the Matsche Center.
All members were present.
Also present: Conner Opper
Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Minutes were read and approved from February 12, 2024
Bills were presented.
Schmidt/R.Resch m/s/c to approve bills. Roll call vote – all yes.
Discussed needed repairs to old Village Hall.
Electrical work at Birchwood and Bell Tower to start when weather allows.
Hanson will move hydrant on corner of Hwy 45 and State Rd starting 2/27/24.
Phil Tautges replaced lights inside and outside the Matsche Center.
Conner is getting estimates on enlarging door at the sewer plant to accommodate draining & cleaning.
Discussed allocations for balance of ARPA funds, will revisit at next meeting.
Several ordinances were discussed: Next meeting will review Traffic ordinance; Fees for Liquor licenses remain the same; Massage Parlor ordinance to be discussed at next meeting; lot sizes will be discussed.
Cieslewicz/Klumpyan m/s/c to adopt new cell tower ordinance. Roll call vote – all yes.
A cell tower ordinance will be obtained from General Code.
Cieslewicz/Schmidt m/s/c to purchase Kubota tractor from Rew Motors for $15,500.00 with government discount and trade in of old tractor. Roll call vote- all yes.
Dombrowski/Schmidt m/s/c to increase summer help pay to $14.00 per hour. Roll call vote – all yes.
Conner will be going to WRWA conference and training at the end of March. Jody and Erika will take Board of Review training.
Receipts for January were reported.

2/12/24 Board minutes

PROCEEDINGS OF REGULAR MEETING FEBRUARY 12, 2024
A regular meeting of the Birnamwood Village Board was held on Monday evening, February 12, 2024 at the Matsche Center.
All members were present.
Also present: Tom Gatz, Conner Opper & Rueben Eckardt
Meeting was called to order at 7:02 p.m.
Pledge of Allegiance was recited.
Rueben Eckardt had questions.
Minutes were read and approved from January 22, 2024 with correction of collapsed water service & sewer lateral.
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Building permits were received from BA Flip, Jesse Kilty & Heather Schulta.
Hanson will move one hydrant and eliminate another by the end of the month.
Cieslewicz/Schmidt m/s/c to have Hanson’s cap hydrant off of Hwy N for $2,400.00.
Roll call vote – all yes.
Klumpyan/E. Resch m/s/c to approve purchase of new computer and accessories for around $1,100.00. Roll call vote – all yes.
Schmidt/Klumpyan m/s/c to adopt Storage/Shipping Container Ordinance #24-1-2.
Roll call vote – all yes.
A cell tower ordinance will be obtained from General Code.
Schmidt/Dombrowski m/s/c to set fee for adult business license at $500.00.
Roll call vote – all yes.
Klumpyan/E. Resch m/s/c to have fees for massage establishments to be determined at the time of application. Roll call vote – all yes.
Conner obtained another quote for security cameras. We will wait until all have been received and compare them at that time.
Discussion was held in regard to the Ag Road Improvement Plan.
Phone service needs to be installed at the Matsche Center.

PROCEEDINGS OF REGULAR MEETING JANUARY 22, 2024
A regular meeting of the Birnamwood Village Board was held on Monday evening, January 22, 2024 at the Matsche Center.
Trustee Block was absent.
Also present: Tom Gatz, Conner Opper, Richard Leih, Gordy Meyer & Jason Cieslewicz
Meeting was called to order at 7:00 p.m.
Pledge of Allegiance was recited.
Gordy Meyer explained the process for getting electrical service to his property on Mill St.
Schmidt/Klumpyan m/s/c to allow the power company to extend the current Village easement with Alliant to extend service to Mill St. Roll call vote – all yes.
More discussion was held and maps reviewed for zoning on Richard Leih’s property. He will let us know what he would like it to be.
A message was received from Jenna Weix thanking the Board for their consideration of closing the alley on Wausau St.
Minutes were read and approved from January 8, 2024.
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Don looked into samples for brick for the old village hall.
An AT&T tower is to be erected west of the ice skating rink on a residents property.
An ordinance should probably put in place to prevent towers from being erected all over.
Conner checked into pricing for security cameras. More options will be looked into.
Water samples sent to Northern Lake for testing will cost around $500.00.
Sewer lateral collapsed on January 20th on Main St. and Hanson’s made the repairs.
Auditors were here this past week. Reports to follow.
Letter of resignation was received from Jon Block as he is moving out of the Village.
R.Resch/Dombrowski m/s/c to appoint Jason Cieslewicz to complete Jon’s term.
Roll call vote – all yes.
Discussion was held in regard to building permits that have not been received from residents. Clerk will send applications to them.
Next meeting February 12, 2024.

1/8/24 board minutes

PROCEEDINGS OF REGULAR MEETING JANUARY 8, 2024
A regular meeting of the Birnamwood Village Board was held on Monday evening, January 8, 2024 at the Matsche Center.
All members were present.
Also present: Tom Gatz, Conner Opper, Chanda & Phil Kersten, Joshua & Jenna Weix, Reid Paxson & Richard Leih.
Meeting was called to order at 7:07 p.m.
Pledge of Allegiance was recited.
Richard Leih questioned the zoning on his property. This will need to be looked into.
Minutes were read and approved from December 26, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
New Driveway for Diane’s is put on hold until Highway improvements are done.
Trustee Schmidt suggested a brick façade be put on the old village steps rather than paint.
Some changes have been made to the Highway project and we may not need to move the hydrant by Resch’s Tile.
More discussion was held in regard to the closing of the alley on Wausau St. R.Resch/Schmidt motion & seconded to close the alley. Motion did not pass. Alley stays open.
Storage container ordinance was discussed. Some confusion remains. Tabled.
Conner asked that the safety grant be put towards security cameras as a trailer stored on Village property has been stolen.
Christmas decorations have been taken down and Conner will continue to replace bulbs to LED as needed.
A village resident is looking to sell property for a tower. Zoning needs to be looked at.
Receipts for December were reported.

PROCEEDINGS OF REGULAR MEETING DECEMBER 26, 2023
A regular meeting of the Birnamwood Village Board was held on Tuesday evening, December 26, 2023 at the Matsche Center.
All members were present.
Also present: Tom Gatz, Jesse Kilty, Conner Opper & Lawrence Hable
Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Tom Gatz presented a letter in regard to the Wausau St. alley.
Minutes were read and approved from December 11, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Work on the Village Hall steps has been done. A new door is needed. Remaining items in the basement need to be removed and walls repaired to prevent water seepage. Outside grass sloping needs to be done south of the steps.
Mike & Conner attended the LRIP meeting. We received $12,752.00 for road improvements.
Election board will consist of Chanda Kersten, Jonelle Resch, Sandy Meverden, Cheryl Rew, Jo Olson, Pam Backes and Barb Nelson for the next term.
Storage container ordinance was reviewed. A few changes need to be made before adoption.
Committee interviewed two candidates for the clerk/treasurer position. E.Resch/R.Resch m/s/c to hire Erika Denovi as deputy clerk at $16,800.00 for 2024. Roll call vote all yes.
Klumpyan/Schmidt m/s/c to accept Hanson’s bid for $12,400.00 to relocate one hydrant and remove another. Roll call vote – all yes.
Work is in progress on the new wall in the library.
E.Resch/Klumpyan m/s/c to change 344 Elm St. property from Commercial to Residential. Motion carried with Block abstaining.
Heather Schulta would like to add an additional driveway and parking for Diane’s Ice Cream shop on Center St. More information is needed.
