A regular meeting of the Birnamwood Village Board was held on Monday evening, September 25, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper, Chris Jensen, Rueben Eckardt, Chanda Kersten, Tammy Antone & Jason Cieslewicz
Meeting was called to order at 7:00 p.m.
Pledge of Allegiance was recited.
Chanda Kersten spoke about her dog being poisoned and use of the alley next to her property.
Jason Cieslewicz asked about snowplowing on Breezewood Ln.
Rueben Eckardt had his usual complaints and accusations.
Minutes were read and approved from September 11, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Building permits were issued to Sheila Humblet, David Reid & Mark Klumpyan.
Green Bay Pipe & Tving completed their repairs and water through the sewer system was down 4,000-6,000 gallons a day.
Discussion was held in regard to the Hwy 45 project.
A resident has asked for a speed limit sign on the south end of Western Ave at the Village line.
Progress continues on the codification process and we should have the manuscript and analysis in Oct. or Nov.
Tires need to be purchased for the Village truck.
Still awaiting new plans from Garrett Rogowski for the library.
The ad will be placed for the clerk/treasurer position.

A regular meeting of the Birnamwood Village Board was held on Monday evening, September 11, 2023 at the Matsche Center.
Trustee Dombrowski was absent.
Also present: Conner Opper, Chris Jensen, Tom Kautza, Sandy Hable, Jeremy & Angela Benson, Rueben Eckardt, Floyd Resch & Lisa Resch
Meeting was called to order at 7:00 p.m.
Pledge of Allegiance was recited.
Jeremy Benson questioned snow plowing on Breezewood Ln. and Village right of way.
Klumpyan/Schmidt m/s/c to change zoning for 400 Railroad St from Commercial to Residential. Roll call vote – all yes.
Tom Kautza, Shawano County Board President questioned status on Library/School issues.
Sandy Hable reported on water leak at her property. Sewer billing will be adjusted.
Rueben Eckardt questioned water meter reading practices & ball park access.
Minutes were read and approved from August 28, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Insurance renewal was processed.
Building permit was issued to James Hetzel.
Concession stand drain has been repaired.
Klumpyan/E.Resch m/s/c to hire Green Pipe & Tving to do repairs in sewer line and manholes for $11,101.00. Roll call vote – all yes.
Fire hydrant near Hwy 45 will need to be moved or eliminated before Hwy 45 construction next year.
Tractor purchase will be put on hold.
Committee for new clerk/treasurer met and is working on an ad for the paper.
Complaint was received in regard to the noise into the late hours at Birchwood Park on September 9th.
Some electrical repairs are needed in Birchwood Park.
Chris Jensen announced his retirement for February 2024.
Receipts for August were reported.

PROCEEDINGS OF REGULAR MEETING AUGUST 28, 2023
A regular meeting of the Birnamwood Village Board was held on Monday evening, August 28, 2023 at the Matsche Center.
All members were present.
Also present: Conner Opper, Tom Gatz & Rueben Eckardt
Meeting was called to order at 7:00 p.m.
Pledge of Allegiance was recited.
Tom Gatz reported that some shut offs around the Village need to be repaired.
Rueben Eckardt questioned snow removal on the corner of Field St & Hwy 45.
Minutes were read and approved from August 14, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Information has been submitted for insurance renewal.
Building permits were issued for Poured Creations, Kyle VanOrder, Norm Safford & Brian Delrow.
Ed Resch purchased and donated 6 picnic tables to the Village for the parks.
A garbage can is needed under the shelter at Birchwood park.
A complaint was received in regard to people on ATV’s without helmets.
Schmidt/Klumpyan motion and second to accept bid from Eric Clark for concrete work on Elm St & ballpark for $3,750.00. Motion did not pass with R.Resch, Block & Dombrowski voting no, E.Resch abstained.
Conner presented bids for a new tractor for $16,995 & $17,000. More discussion will be held & source for funds.
Conner also presented a bid from Green Bay Pipe & Tving for $11,101.00 to do spot repairs and lining on 7 spots and manholes found to have leaks during the televising. Film needs to be looked at.
Trustees Dombrowski, Schmidt & E.Resch will form committee for finding a new clerk/treasurer.
Conner reported bids for a new pick up truck from Quinlan’s with trade in for $18,275 and Brickner’s $23,782.
President Sprague and trustees Schmidt & Dombrowski met with school superintendent Garret Rogowski, school library aide and County librarian in regard to issues at the library. Garret will obtain bids for constructing a wall to divide the library for public and school use and another meeting will be held. At this time, for the month of September, the library will only be open to the public on Thursday’s, 10:00-4:00.

Meeting was called to order at 7:10 p.m.
Pledge of Allegiance was recited.
Minutes were read and approved from July 24, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Klumpyan/Dombrowski m/s/c to use ARPA funds for 1/2 of EMS funding and 1/2 general fund. Roll call vote – all yes.
Schmidt/Dombrowski move to pay Conner Opper $200.00 monthly in lieu of insurance.
Motion carried with Block abstaining.
Old Village Hall maintenance should be completed by winter.
Building permits were issued for Daryl Staeven & Craig Duranceau.
Harter’s left the garbage cans behind from the Polka Days and do not want them back. Chris will call them.
The PA system was replaced at the ball park for $660.00, paid by funds from the concession stand.
Drain in the concession in the village park needs work.
2 individuals were spinning around in Birchwood parking lot and asked to stop.
We may be able to get some tables for the parks from Wausau Tile for $75.00. Ed Resch will look into this.
Extra toilet paper for the village park bathrooms will be stored in the concession stand.
Dombrowski/E.Resch move to hire CVS Squared to complete Operational Evaluation Report for the sewer plant for $3,457. Roll call vote – all yes.
Work on State Rd is complete.
Code book is being reviewed and formatted.
Discussion was held in regard to the issues at the library. The school does not want any public members using the library during school hours. Don, Jody & Mike will try to meet with Superintendent Garret Rogowski.
Receipts were reported for July.

A regular meeting of the Birnamwood Village Board was held on Monday evening, July 24, 2023 at the Matsche Center.

Meeting was called to order at 7:05 p.m.
Pledge of Allegiance was recited.
Minutes were read and approved from July 10, 2023
Bills were presented.
R.Resch/Schmidt m/s/c to approve bills. Roll call vote – all yes.
Building permits were received from Parkview Apts. & Trinity Lutheran Church.
Water readings for the Village Park were normal. A meter will be installed in the concession stand.
Gravel is needed for the back parking lot at the ball park.
Struck & Irwin Paving will be working on State Rd. this week.
Letter shall be sent to property owner on Birch St in regard to the dumping of trees and brush.
Green Bay Pipe & TVing will be televising lines this week.
Discussion was held in regard to rules for building permits. If $1,000.00 or more is spent on improvements or new construction to a property, a permit is required.
R. Resch/Schmidt approve picnic permit to St Philomena’s and Alcohol Beverage License to Schairer’s Autumn Acres. Roll call vote – all yes.
Schmidt/Dombrowski move to adopt guidelines for speakers during public comments at a Village Board Meeting. a) time limit per person will be 5 minutes, b) topics limited to agenda items and topics related to Village business, operation and safety, c) no foul language, swearing or name calling will be allowed, d) persons will be addressed by their proper names, no derogatory nicknames will be allowed. Violations of the guidelines will result
in a warning for the first violation, and termination of the speakers right to address the board for a second violation. Roll call vote – all yes.
BAES meeting will be Wednesday, July 26th.
