A regular meeting of the Birnamwood Village Board was held on Monday evening, October 10, 2022 at the Matsche Center.
All members were present.

President Sprague called the meeting to order at 7:10 p.m.
Pledge of Allegiance was recited.
Bills were presented.
Schmidt/Behm m/s/c to approve bills. Roll call vote – all yes.
Crack filling will be done this week.
Schmidt/R.Resch m/s/c to double the cost of meter rental and $1.00 rate increase for sewer usage effective 1/1/23. Roll call vote – all yes.
Klumpyan/Dombrowski m/s/c to increase water rates by 3%. Roll call vote – all yes.
Building permit was received from Bob Meydam.
Conner will finish CDL class tomorrow.

Increase in insurance cost was because of the reassessment of Village properties.
Spotlight for the flag at the ball park has been installed.
Letter in regard to water/sewer rate increases will be included with the next run of bills.
Building permits were received from Joshua Weix & Jo Olson.
A request was made for an additional street light.
2 hard drives went out at the sewer plant.
Receipts were reported for September.

9/26/22 Board minutes
PROCEEDINGS OF REGULAR MEETING SEPTEMBER 26, 2022
A regular meeting of the Birnamwood Village Board was held on Monday evening, September 26, 2022 at the Matsche Center.
All members were present.
Also present: Conner Opper, Chris Jensen, Rueben Eckardt, Tom Gatz, Evan Pretzer, Phil & Tanya Tautges, April Resch & Krystal Fandrey
President Sprague called the meeting to order at 7:10 p.m.
Pledge of Allegiance was recited.
Tanya Tautges spoke on behalf of the Birnamwood Polka Days Committee. She stated that the food trucks would be local and serve different options so as not to be in competition with each other. Craft sale will be held in conjunction with the area Rummage Sales on Saturday and would be over before the music starts. Sunday will be Family Fun Day with games, etc. Generators will be provided for campers.
Rueben Eckardt had questions in regard to the loss in population & handicap parking. Trustee Dombrowski stated that the article in the paper misquoted that a letter was received from a resident rather than one she found on the internet in regard to census numbers.
Bills were presented.

Safety grant has been extended until 6/30/23. We should still submit as soon as possible. Purchase safety cones and coats.
No word in regard to the old Village Hall. We will check parking lot bump in spring. Bell tower ceiling needs to be stained. Holes need to be filled in Birchwood park.
Water tank inspection is complete. Will need to paint the inside in the next few years. Well #3 is back online. Valve at sewer plant has been repaired.
Dombrowski/Schmidt m/s/c to adopt Transient Merchant Ordinance #22-9-24. Roll call vote – all yes.
Trick or Treat hours will be 4:00 p.m.-7:00 p.m. on October 31st.
Mike and Jody will be on the referendum committee and possibly R.B.

PROCEEDINGS OF REGULAR MEETING SEPTEMBER 12, 2022
A regular meeting of the Birnamwood Village Board was held on Monday evening, September 12, 2022 at the Matsche Center.
All members were present.

President Sprague called the meeting to order at 7:15 p.m.
Pledge of Allegiance was recited.
Minutes were read and approved.
Bills were presented.
R.Resch/Behm m/s/c to approve bills. Roll call vote – all yes.
Profit & Loss report was presented to Board. Members will review and discuss at next meeting.
Chris will have Potrykus Construction look at Old Village Hall.
PSI did not do the wheel chair access at the ball park when they were here doing sidewalk by the school.
Water & Sewer trial balances were presented. President Sprague suggested a $5.00 increase in meter rental & $5.00 increase in usage rates would possibly be enough to cover our needs. Members will review the reports for next meeting. Trustee Dombrowski submitted an informational letter to be sent with water/sewer bills.
Conner has started his CDL training in Merrill.
Dombrowski/Klumpyan m/s/c to adopt Parks & Recreation Ordinance #22-8-8. Roll call vote – all yes.
Building permits were received from Matthew Waldack, Cody Yaklovich & Mike Sprague.
Behm/E. Resch m/s/c to grant variance to Mike Sprague for side lot setback of 14′ rather than 20′. Permission was received from the neighbors. Roll call vote – all yes.
Communication was received from the Birnamwood Polka Committee in regard to camping, food trucks & craft fair. Camping by the Matsche Center was approved. We will ask committee members to attend the next meeting to answer further questions from the Board.
A survey map was presented showing a division and platting for Eugene Corazalla. Acknowledgment that we received a copy will be sent to the County.
A resident submitted a request for reimbursement of funds spent for a plugged lateral. Our insurance company says we are not responsible for these kind of losses.
A request was made for a yield sign at the corner of Breezewood Lane and Country Manor Lane.
Trustee Dombrowski shared information that a lot of municipalities have shown a decrease in population after the most recent census. The clerk suggested that because of Covid no census takers visited residences and instead notification was mailed to residents to complete and mail in or complete online. Previous experience with mailings and newsletters show that people do not often read these items and discard them as junk mail.
Meetings need to be set up for EMS funding explanation to residents. Referendum will be planned for the Spring election.
Receipts were reported for August.

8/22/22 Board minutes
PROCEEDINGS OF REGULAR MEETING AUGUST 22, 2022
A regular meeting of the Birnamwood Village Board was held on Monday evening, August 22, 2022 at the Matsche Center.
Trustee Klumpyan & Clerk/Treasurer were absent.
Also present: Conner Opper, Chris Jensen, Matt Waldack, Lisa & Bob Glapinski
President Sprague called the meeting to order at 7:07 p.m.
Pledge of Allegiance was recited.
Lisa & Bob Glapinski from Delightfully Dished asked about putting a sign on Hwy 45 for their business. The business is not doing as well as it has in the past and they are looking for ideas and placement for a sign.
Matt Waldack wanted to know if we have received his application and check for a building permit for the fence he put up between his property and the neighbors.
Minutes were read and approved.

Photos of old Village Hall were introduced by Jody Dombrowski, safety concern was raised. Need for repairs of the front entrance were talked about. Bob Glapinski said he would be willing to take a look at the project, see what needs to be done, he thinks he may be able to take on the project.
Spot light not installed yet at ball park. PSI Concrete was here today looking at the sidewalk & wheel chair access. Hopefully will start soon.
Water and Sewer rate increase was discussed. Will need more numbers for the next meeting to determine the proper increase needed.
Water Rate increase letter to go in to water bills was introduced by Dombrowski, should go in water bills once we decide on increase for sewer and water. Our new sewer permit will require daily testing. Received a quote for $17,950. from B & M Technical for a system that will monitor the levels daily without a person.
The new manhole will be installed next week. Well #4 is done, Well #3 is being worked on. Crack filling needs to be done on numerous streets to maintain the recently replaced streets. Suggested repairs will total $11,816.00 and include Maple Street for an additional $3,360.00. Schmidt/R.Resch m/s/c to complete the repairs. Roll call vote-all yes.
Park Ordinance will be voted on at next meeting. Mobile Home Ordinance will stay as written in 2005, suggest that if the park is sold, the new owners should receive a copy of the ordinance. Transient Merchant Ordinance will be voted on at the next meeting.
Letters received from the Demographic Services Center state a change in population of -86 or a decrease of 11.2%. Hard to understand this loss in numbers.
Building permit was received from Richard Gruber. Suggestion was made that when a permit is received and granted a copy of said permit should be mailed back to applicant so they know it have been approved.
Chris ordered 1 POW flag at $16.00. We will see if it is what we want to order for next year to replace the faded flags we have now.
EMS funding – still looking into what and how we will approach a levy increase.
Need to extend terms for non-board committees, members terms ended in 2022.
